He draws them. Using photoshop or most likely illustrator. Its actually a lot easier than you think too, grunge shirts are the easiest to make in technical terms. Maybe has a wacom too? I find mine very useful for this kinda thing.

mainly with illustrator, the photoshop was used for type and splatters.
